Cooling fan problems 96 Jetta

My cooling fan has ceased to work. I did the normal checks. I hooked it straight to 12V and the fan comes on. I checked all the fuses and replaced them just to be sure. I changed the realy. I can manually work the relay and get the fan to come on but that is it. Anything I missed?

There is a ThermoSwitch installed in the side tank of the Radiator which controls the fan as the temp of the rad increases/decreases
