does a wing or spoiler improve gas mileage or having one makes it worse?

well i don't know much, but i'll take a stab at this one.
Yes, it would probably decrease gas mileage simply because it isn't aerodynamic. it increases wind resistance which decreases gas mileage. but i highly doubt it would be noticable. Maybe unless you had one of those huge ricer wings. I highly doubt it would make a difference though.
Keep in mind that this is solely the opinion of a noob. does anyone second my opinion though?
