My quick toolbar (next to start menu) won't load!

Started last night, I noticed it didn't load when I got on after my brother's 12 hour run (on the computer). I thought "oh, this'll work when I reboot". My mistake.
When I right click>toolbars>quicklaunch (which isn't clicked), I get this message:
http://users.bigpond.net.au/revoke/images/Pics/can't create toolbar error.jpg
How do I fix it?

Ok, Oz was right.
I emailed Microsoft Australia, and they said to restore it to a week before I started having problems. That did the job.
I tried a restore on the weekend, but I restored it to when the problems started.
