Blower/Fan don't work

1996 Caravan:
My blower/fan don't work at all. no signs of life. my a/c belt or pully is making a squeeking noise.
I can't seem to find a fuse for the blower. is there one? if so, where and what form is it.
the battery seem to be going bad, slow to start. could this be the problem?
