fast turn signals

When Im on the road I notice How some cars have very fast turn signals how do I do that to my car I hear you have to buy a smaller bulb light is that true???

normally it's because there is another turn signal burnt out so more power goes to it and makes it blink faster,i'm not to sure about the smaller bulb light though.

A lot of domestic cars, especially older ones use a non-electronic flasher unit. They come in a universal fit size, but are specifically intended for the number of tail light bulbs your car has.
If you get one intended for a single tail light bulb and use it in a system with 2 or 3 tail light bulbs, it will blink very fast.
Alternatly, if you have a single bulb tail light and you use a flasher intended for 2 or 3 bulbs, it will blink very slowly.

Thats okay. What exactly in my explaination is not clear?
I might add, that turn signal bulbs do not just flash on and off on their own. They need an electric controller (the flasher unit) which makes the bulbs flash. This unit controls how fast the bulbs flash on and off.
You can change how fast they flash by changing the flasher unit, but you must choose the right one.
Simple, no?
