Difference between high strength alloy and titanium?

Supposedly, the high strength alloy racing springs and retainers are safe up to 10,000 RPMs and lighter than titanium. So why do they cost less?

titanium is better less prone to fatige better flex and will return back into shape after extreme heat and its toxic when forged/milled/welded
