Tachometer and horn questions

O.k. , 95 stratus 2.4, First, the tach works sometimes, but not very often. It had stopped for a long time until I ran the car up to 100 mph, and then it started working again for a while. Anyone had this problem or know whats wrong?

Second, I had to unpug the two horns on the car because they'll blow non-stop. I put in a new horn relay switch in the fuse box and you can hear it clicking when pressing on the horn button (steering wheel), but that didn't fix it either. Any Ideas??

Did you ever get this fixed? What did you do?
