Starter problem

'95 caprice 9C1 5.7...I just replaced the distributor cap with a new one and the steering column with a junkyard piece. Wired everything up and went to start 'er up...'click'. Starter has constant power from the battery cable, and power from the smaller wire when the key is in 'run' position. The solenoid pops the gear out but it does not spin(hence the click). I replaced the starter this morning with a reman ($160!!), and I still have the same problem. I can take it off the car and jump it from the battery and it works fine, but on the car it just wont spin?? I dont have a multi to test the voltage at the starter, but Im thinking maybe its not getting enough juice? Any other ideas?
P.S. and they ask me why I drink....

Any accesories seized? Try putting a wrench on the crank pulley bolt and see if you can turn the engine by hand. If you cant turn it, something is either jammed in the flywheel so it wont turn, one of the accessories has seized up, or the engine decided to lock up. After that remove all the drive belts and then try it. If it still wont turn, try lookin around under the bellhousing cover on the bottom and see if you can see anything jammed agianst the flywheel.

Make sure the smaller wire is on the correct side :redface: I've done that before . . .
The drive may be bottoming out in the fly wheel - see if you can remove the plastic cover to see how deep the teeth mesh. If they mesh too deep, it can't turn the engine; you may need to add a starter shim or two (depending on thickness)
