ABS continuous buzzing noise 99 Silverado

Trying to help my brother (telephonically) with his 2wd 1999 Siverado 1500 (4.3 auto)pickup. He says that when he starts it, the ABS lights comes on and he can hear the ABS system (probably pump) just buzzing away. The noise (pump) won't stop. Any typical cause (GM campaigns) for this condition?
The vehicle also has a problem with engine just cutting out while being driven...if you then place it in neutral while rolling it starts back up. He tested all of the sensors (rec'd misfire codes of course)...we are about to install a used ECM...does anyone know if the (engine) ECM has any control over the ABS system or does the ABS use an independent ECM.
He picked the truck up cheap...and now realizes why...might be a flood victim truck?

There is a common problem with the ABS on these. A switch goes bad in the ABS control and will not shut off the pump. If you search back in the forum, you can find lots of info on this.

Remove the fuse to the pump from under the hood to stop pump before it burns up...it's a 60amp I think.

I'm experiencing a similar problem and have done enough research to find the tsb on the ebcm...however I am still experiencing the problem after replacing the ebcm, in fact my pump runs with the key on or OFF! Anyone else experience this problem, and if so did You find the solution?

I also had my ABS module go out on my '99 Silverado. It has around 60,000 miles. The ABS light was on and the pump was buzzing/running constantly. I removed it and sent it to Circuit Solutions for repair. After getting it back in quick time I reinstalled the module and haven't had any further problems. This repair cost me about $100 as compared to many times that to have it fixed by GM. You can find them on the web and on EBay. From what postings we found on the internet, this ABS failure seems to be a chronic problem.

I have already replaced the EBCM! and have still been experiencing the problem! Any ideas as to why?....Remember, pump runs even without the key in the truck...!!!

You have to remove the 60a fuse to stop the pump from running all the time. The abs unit on my 99 silverado went at 30k but I didn't like it anyway so I just pulled the fuse and taped the idiot light so I couldn't see it and left it at that.
