Most likly. A warped rotor is from riding the brakes, might want to change your driving habit a little bit. I would go through the front brakes, new rotors and pads and rubbers lines if they are bad. I would say bad rotors from your discription.

Warpped rotors can be caused from a lot of things, A bad soft brake line could expand causing the caliper to open and close at the wrong time. New pads that are too thick can cause overheating thereby causing the fluid to expand or, just bad clipers could cause it. Have the rotors been turned several times? I've read were it's recommended to have the rotors faced each time you change pads. If they've not been turned too many times, have it done. If the front end pulls to one side when you break, check the soft lines.
