Really bad smelling exhaust and smoke

A mechanic told me I need a new catalytic converter which is obvoius because the honeycomb is now in the muffler. When I get both replaced will this improve my gas mileage and help with performance. Also with a new cat will it rid my exhuast of the foul smell (gas smell) and smoke?
