1995 Jetta III GL cold start problems

My poor Jetta III GL has about 87K miles and is now very hard starting when the engine is cold. Once things warm up it starts like a new car. It's also starting to miss a little.

Could it just need a tune up? Or might there be a cold start valve or sensor problem of some type.....????
