96 Expl. Cat bad or not?

I have a 96 Explorer (6 cyl with 110k miles) with a check engine light on for a code P0420. Pep Boys says it needs a new catalytic converter but my mechanic says it needs O2 sensors, is there any way to determine which one is right?
