Okay, so I think I have this figured out.

You want to get an engine from the '99 WRX STI, being the STI 5, hence you're calling the engine the ST15?
The engine is an EJ20, the car it comes from is an STI 5th generation.

A JDM engine will not pass smog in Cali, not without sacrificing a significant amount of power by adding all the emissions control equipment.

What 'older' Subaru do you want to install the engine in?
