Ignition key can't be turned in 1993 Taurus

This car has no brakes and has been sitting in park for five months, on a steep hill, facing down with wheels pointing toward the curb (left).
Last week when I tried to turn the ignition, I realized it wouldn't budge. I tried (perhaps unsuccessfully) turning the steering wheel while I manipulated the ignition key. Relatedly [or not] is the fact that the car won't come out of park, unless a little wiring box (located near the brake pedal, under the steering column) is pinched.
It can't even be towed just now, with it being stuck in park.
