Check Engine Light won't come ON

I have a 98 Chevy S-10 Truck and the check engine light won't come on. Therefore, it can't be smogged. Most people can't get the light to go off, I haven't heard too many with this problem. It's not the lightbulb, and the wiring seems to be fine if tested to something else. Anyone else having this problem? Any ideas?
