My antenna won't go down when you shut off the engine or turn off the radio...how do I fix it myself?

you need to figure out if it is the motor that is broken or the teeth on the mast is broken.

When you turn on or turn off the radio, do you hear a clicking sound? If you do, you might need a new mast. Sometimes they don't sell just the mast and you have to buy the whole motor including the mast.
