help me out here with a turbo

I have a friend who is looking at an eclipse 1st gen. What would it cost and how much work is involved in with putting a turbo on a N/T model. Is it worth it? I think that he is looking at the insurance stand point. Which is faster generation 1 or 2? I am a truck person not much knowledge on cars. Thanks.
