Civic throttle rotor?

I've heard a few people recommend those billet aluminum throttle rotors that are supposed to get you to full throttle 50% faster than the stock throttle.
My question is this - since the Civic has a rev governor that will cut out when the RPMs get too high, does the throttle rotor give the car a lower top speed? In 5th gear at about 125 mph, my RPMs are right up around 7,000. Would a rotor get them up there even faster, causing my governor to kick in a lower speed?
Anybody tried it?

Yes, you would probably give up top end for faster accelleration at this point.

I wonder how much speed it would cost me.
Acceleration is nice, and I'd be willing to lose 5 or 10 mph off the top, but I think I'd have to draw the line there. I don't do 125 mph that often, but when I want to, it's good to know I can.

its just for throttle response 0 hp gain or loss just faster response on the throttle cable wow you all blow my mind

That's exactly it.
You can get similar results for $50 LESS by just tightening up the slack on your throttle cable to your factory throttle rotor. Gives you the same results, quicker throttle reaction to he pedal, but not fast times or speed. Just better response.

I know it doesn't actually add horsepower, but the faster the acceleration, the sooner it redlines. The only way I can see it being useful is if I get one of those chip thingies that changes the VTEC and red line levels. And that's a couple hundred bucks I won't be spending any time soon.
