VTEC solenoid? Is it bad or not??

Guys,
I put an OHM meter to my VTEC sensor and it is only drawing about 3ohms. Honda says it should be drawing about 13-15ohms. If it isn't they tell you to replace it? What I don't understand is (this is hard to explain).... the sensor that they tell you to test is the one that plugs into the solenoid right... so if I am testing that and isn't drawing the correct ohms wouldn't the problem be somewhere else?? or is that somehow the sensor is holding the ohm charge from the solenoid making it faulty?? Anyhow... does it need to replaced or can I take it and check the gasket and clean the filter somehow? And last but not least... are the solenoid interchangable between h22 and the f22 engines? If I buy a new one can I put it on my swap when I get it?
