squeal under dash

I have a '99 Concorde, and have an annoying high pitched squeal under the dash near the pedals. It stops when the brake is depressed, then begins again when released. No, it's not the pads, etc...it does this even when in "park." Could it be hydraulics? My mechanic is stumped.
