Out of curiosity, whats the deal with honking? The other day a friend and I were on the highway, and this guy in a ricey lookin Teg pulled up next to me, and honked twice?

Often, if it's a planned race, people will go on the third honk, something like that. He was probably trying to get you to race him.

I did a search on your post history and I'd say 8/10 posts made by you are nothing but a flame or a bashing towards a person or the topic at hand.

I was obviously kidding, I mean seriously creating a thread about how someone honked their horn at you then asking people what it means is, well, a bit broad(also a bit well pathetic if you ask me).
Jeez.. there are so many answers to his question, I thought I'd lighten things up a bit.
I think by saying peace and using smilies when I post sarcastic comments shows that I'm not serious. If someone is offended by all means say so.

I'm with Spaceman on this one...maybe he was trying to get your attention so you could do a run with him but when you didn't respond he drove off.

Makes sense. I always thought the proper way to challenge was to rev up the engine or something? Man, I'm behind on the times.

With me its always one person drops into a lower gear, and when you hear them just go. I have heard of people doing it by honking but I don't do it though. My car's horn broke so when i honk it it sounds like it is about to die.

Not always...the horn is pretty common when you're already travelling at 80km/h or more. It's hard to rev an engine at that speed without loing your place and what not.
I think he wanted to race you, but when you didn't respond he just took off. Some other distinct possibilities are:
maybe he just got a new horn and he was testing it out
Maybe he was trying to get your attention so that he could let you know your gas cap was open
maybe he needed to merge and you were in his way
