Keyless Entry not working well

I have changed the batteries in both keyless remotes and it is not working well. What else can I check in the car? (battery, fuse, etc?)

Does anyone know of a fuse or anything with the car to check on the keyless entry?

Anyways on a 1998 Malibu I believe it still uses the old style stand-alone module with a "programming connector". Fuse for remote keyless is shared with Trunk Release and is found in Left Hand IP Fuse Block (called Trunk Rel/RFA). However if your trunk release function works with the switch on IP then fuse is obviously OK.
The programming connector (if I am correct) is found in trunk on right side taped to the main wiring branch running back to the rear lamp
Turn the ignition off.
Ground the receiver program terminal. Jump the 2 terminals located in the program ground connector.
Within 2 seconds the door locks will lock. The unlock and the rear compartment lid release will produce a cycle, causing the horn to chirp. This indicates that the module is ready for reprogramming.
Press and hold the LOCK and UNLOCK buttons at the same time until the door locks lock and unlock. The rear compartment lid release releases and the horn sounds indicating that the transmitter has successfully been reprogrammed (approximately 12 seconds).
Repeat the previous step for the remaining transmitters.
Remove the jumper at the program connector.
Verify the proper operation of each transmitter.
