car question

i will buy a honda accord 97.I just want to know is it every honda accord 97 SE has to come with VTEC or not,because my friend say if honda accord SE doesnot come with VTEC,that mean the engine is already change,is it right?

for accords, 94-97, SE were the LX with better looking rims and cd player. only the EX's had VTEC
