My brother has a 98 explorer and it seems that the fog lamps will only run during the winter mouths come summer they dont want to work or they work when the want any ideas.

The fog lamps won't work when the brights are on. Could this be your problem? By design, the fog lamps only come on when your headlights are low. Check it out and see if that's the issue. If not, you could have an intermittent problem with your fog lamp relay, switch, or even a short somewhere. If that's more troubleshooting than you wanted to do you could always move to the Arctic. That way it'll be winter year-round and your fogs lamps will work fine.
