96SE no +12v at A/C clutch

I've been tracking down why the A/C doesn't work. At the A/C relay, there is +12v at the pink signal wire, but then there's also +12v at the green/white wire??? I was under the impression if I jumper the 2, I should have the clutch engage. Well when I checked for voltage at the clutch, there was none; but I also noticed that it became only a green wire (no white stripe).
Does anyone know of a module, etc. between the A/C relay and the compressor that might be causing my problem?

when you turn the a/c on it send power to low pressure switch and then to high press sw and then to pcm and then pcm command the compressor relay by grounding the green wire on relay.michelq
