03 accord projector glaring problem need help

Aye guys I need help here. Just installed angel eyes for 04 accord but there are several glares criss crossing. It seems like someone is putting their hand over the projectors with their fingers trying to cover it up and projecting it onto the streets. No lights whatsoever, just glares here and there. But when I look strait at it, it looks perfect and very bright. But when lit on the street at night, its showing lines or glares of projection here and there and on top of that the light is kinda dim What could this problem be? the bulb? needs centering? Guys i need help dont know what to do here
