Overall OBD System Fail

2001 Pontiac Grand AM
Service Engine Soon Light actrivated...I took vehcile to service station
to check on light and have state inspection...
Computer diagnostics indicated a gas cap problem...
Technician says it it fixed and ran inspection report...
Oxygen sensors-NOT READY Oxygen Senor-Heaters NOT READY
EGR Systems NOT READY Evaporative System NOT READY
Overall OBD System Result FAIL
Tech says computer not malfunctioning and car should not be
failing...Any suggestions...Thanks
