89 s-10 blazer cruise problem

89 S-10 blazer with overdrive and cruise. When you put the blazer in cruise when it is in OD, it loses speed has to be helped up hills, wont set, etc. When you put the Blazer in drive and set the cruise, it works perfectly. What is wrong?
