Key Program?

All, Is there a way for end user to program Keys? Does it require special hardware? I have a 2000 GT.When I bought it, Only had One key. dealers are usually a rip for this kinda stuff. I can buy a OEM blank on ebay and have it cut, but then the transpoder needs to be programmed. Can this be done?
I know once upon A time Someone stated that there was absolutly no way to program Keyless remotes, But I think there are several threads proving that wrong, I am thinking Keys are programed similarly.

The only way to add a key to the 2000 Eclipse is with a scan tool. Mut II or an aftermarket programmer is needed. Most Automotive locksmiths will have this equipment and will cost less than dealer, and you won't have to leave the car a half a day for 30 seconds of work.
