Headlight breaker

My 89 siilverado has a 30 amp breaker
that runs the headlights and some dashlights
as well. The breaker runs very warm ( hot to the
touch) I get about a 10 amp reading on an amp meter.
The breaker only gets hot when the headlights are on.
Is this normal??

the only c.b on fuse box is for power window and power seat you not suppose to have c.b to light pull the c. b and put 20 amp fuse other wise you going to burn your wiring if the wire went to ground

I come up with low beams @ 45w x 2 / 14v = 6.42amps
your high beams @ 65w x 2 / 14v = 9.28amps
add dash and tail lamps and you could easily draw 10+ amps on low beam, and even more on high's
30amp protection seems a little high, check your book values.
