96 2.2 wont start

I have just replaced the engine in my 1996 cavalier, and it ont start. I paid the dealer $80.00 to reset the theft system, and it still wont start. I am wondering if there is something else needed to do? All sensors are plugged up, but no fuel and no spark, it acts like there is still some type of security system keeping it from starting. If anyone has any answers please drop me a line!!!
