is it safe to raise a car by a part of its chassis so that the entire front end is off of the ground? someone mentioned it to me but it doesnt seem safe at all.

Sure, I do it whenever I have to work on the front end of my cars. I use a hydraulic jack and lift it in the middle then use two jackstands to support the car, on the chassis just behind both front wheels.
The correct jacking point differs from car to car. Make sure you use the correct one for your car.

just make sure you jack from somewhere on the frame or maybe on the shocks if you need to, it doesnt matter where as long as its solid.
