DRL for 97 2.2 interior light flashing, not working

it's a 97 chev. cavalier, 2.2.
When I put the car in gear the DRL interior light flashes, and the DRL are not working. I also get an occational interior flash of my 4 ways.
The manual says to replace the bulbs, so I did, and I still have the same problem. Can this be the relay? If so, where do I find the proper one?
