Climate 'Mode" control

It seems temperature control 'mode' is stuck in blend or bilevel mode. Air is half on floor and half on dash no matter where 'mode' is positioned. I've checked fuses and cleaned the cabin air filter. It seems ac is working as it does get cold, just will not blow out of dash only, or increase to 'MAX'. would appreciate any insight into this. Thanks is advance.
