High idle!

hi,

I have a 1990 Ford Probe GL with 187k miles on it, it runs pretty good except for the idle.. I bought a repair manual for it, and it says to turn the idle adjust screw, well i can turn it either way i want but it does nothing to the idle. It idles between 1500-2200RPM, it averages about 1800, but it does bounce around, Why doesn't the screw let me adjust it!? what should i do??!
