You do know that you don't have to post every question as a new thread. Just ask your question in your previous thread. We all look at postings.
Anyways, they are illegal because they probably don't meet Federal emission standards(correct me here 'cause I'm not 100% sure). That's why racing headers are illegal as well. They produce an excessive flow of exhaust and are illegal when on the street.

The downpipes arent illegal if you get a catalatic part for it too. i just want to know what kind of downpipe and where i can find one?

Yeah, you only need one thread. And as RSX-7777 said, check out the link he gave. Spoon also makes one, but its gonna be expensive.
Just a question, but why? Why not cold air intake, exhaust, hondata, hondata IMG, revo or B&M short shifter motor mounts. Cheap and easy performance gains.

Well what type of hondata do u recomend? Doesnt hondata chip void the warranty, and wat is B&M?

Look- you need to do some basic independent research. You can ask us about every goddamned part ever made for the RSX, but if you don't know what they do or if they are even legal, it's a waste of time- ours and yours. Info on Hondata can be found at their website. I'm sure info regarding B&M can be easily found, as well. SEARCH...READ, then ask. And why bother even asking if you don't intend to listen to the answer? I posted a source for your downpipe and you turn around and ask for a source for your downpipe...

Yeah, searching helps a lot.
Tons of mods can void the warranty, its sometimes up to dealers descretion however, so i'd ask my dealer. Chances are it'll void it. As for the chip, most likely the Series 3 since you probably aren't a serious tuner. And B&M is one of the most famous transmission companies out there.

Another thing i want to know is where i can find spoon downpipes i cant find them anywhere. Is there another name for downpipes?
