Please Help...Balance Shaft Problem

I have Camry CSX 1995 2.2 Litre 4 Cylinders.
At first the problem is its WHINING noise when the engine is cold. Gone when the temperature goes up.
I bring to Toyota Dealer. They failed at first attempt to solve the problem thinking it was belt. All the belts are new. I've changed it.
At second attempt they suspect it is from the balance shaft near crankshaft. They tried to give a distance between gears connecting these shaft. The result: the rattling noise exist. whining half gone. So I bring it back to toyota requesting to put it back to normal.
This time they don't give up. They try to take the balance shaft out. The result is perfect. NO WHINING. NO RATTLING. A BIT VIBRATION. To replace it, it will cost me 1/3 of the car price now. So my choice is keep it inside (toyota has warned it could break crankshaft), or take it out with big question about it.
My question is:
What is the worse thing will happen taking the balance shaft out other than vibration or possibly losing on power?
