'96 Trooper won't start

My '96 Tooper won't start. It began a few days ago w/very sluggish turn-over, then started fine for the next couple of days. Then it happened again but just fizzled out without starting. Thank goodness for being on a down slope! (Its a manual shift model).
Took the battery to Schuck's. Tests OK. I cleaned the cables and made sure the connection is ok.
There is power because the clock and radio work. Fan does not work. Iginition is okay, but car won't start.
I'm hoping that it might be something simpler than the starter. Any suggestions?
Also, I know that the EGR valve needs to be replaced. Could that have anything to do with it?

maybe a bad starter. tyr cleaning the EGR valve instead of replacing it

Check your ignition coil also, I had the almost same problem. Check that and the distributor cap. The posts may be coming loose.
