The front crank seal of my '93 metro 1.0L is leaking. Can this be changed with out tearing the engine down? IE just taking the pulley off and sneaking a new one on?

pretty much, you have to take the balancer, timing cover, timing belt and crank sprocket off to get at the seal, and you might want to take the water pump pulley off to make removing the cover a little easier. Beyond that its pretty straightforward. The cam and crank seals are the same on these engines, which is kind of nice, and very quick to change, about 1 to 1 1/2 hours.
