i could guess it would be fast? Isn't it something dealing with the ecu, since the govenor is a program, no?

Whooooah...it's called a governor...
I'm not sure...it's usually like a...lever type thing...ahhh shit...i don't know...just look up governor for evo3...
I don't think they have governors on them man...
Cause governors are on School buses and what not...not on sports cars

What does a speed limiter do?

it depends what country you live in, in the US the governor kicks in at about 120 and i think its higher in most countries and im not even sure there is a governor for japanese cars. An ECU computer upgrade from JET performance or neuspeed will take care of that problem and add some decent horsepower.

and about how much would that cost?

Some foreign cars actually make it over here w/o the governor.
I know a lot of people w/ Celicas and Eclipses w/o governors.
Hell...my '91 Probe LX didn't have one on it :)

Go REEEALLY fast...if your car doesn't start slowin down for no apprent reason, you don't have a governor.
Usually the governor is somewhere near 120.
I used to be able to get my needle on the Probe buried past the MPH sign and close to 0 :D

Yes, go really fast on a long open road, when you get near 120, get ready, ur car will top out when it sounds as thou ur in 2nd gear and u missed shift but still have ur foot on the gas. It will just go up...hit like a rev...then start going down slowly for about 5mph until the gas kicks back in and u go back up.
by the way...thats impossible hobby, the needle has a stop point about 5mph after the last reading...unless ur gauge is broken.

The govener is a built in computer programm in the cars CPU that tells the EFI or Carburator to close on a car and stop pumping gas. When the govener kicks in you'll know it, the car will lunge or pop and then slow down. You can push the accelerator pedal all you want but it won't do anything until it is below governed speed by like 5 or 10 mph. The only way around the govener is to completely remap and rebuild your CPU. That is what I've been told.
The govener is set at the factory and wiill be different for most cars.
Grand ams are goverened at 115 mph.
Neons are goverened at 119 mph.
Focuses are goverened at 107 mph, atleast the 2000 I rented.
Chevy Malibu's are governed at 112 mph or so, hard to get deffineted cause of the speraticness of the needle in the one I rented.
Eclipse's (Gen 1's) aren't goverened, never once hit the govener and had the car to 140 mph. Took less time then the Lancer, thats for sure.
I have not hit the govener on my Lancer either. Ive had the needle at 130 mph. It still looks like it has room to move too.

It wasn't broken....I wondered about that at first too. I had one of my friends cruise beside and make sure that I was still speeding up, and I was.

you dont need to remap or rebuild your ecu or your cpu, just go buy a neuspeed ship or a jet chip which takes the governor off and adds hp with crisp throttle responses and a free rev limit. Dont waste your time with rebuilding when you dont know how.
Hooby...you may be going faster but the needle on your speedometer will not keep going, it will stop....how old is ur car?

All you have to do is to add another speed meter. I had one fitted - one of the small led type. Apparently the ECU cut-off is based on the reading from the speedmeter and if you bypass this to make your aftermarket speedmeter the primary meter, the ECU doesn't cut-off. Your current speedmeter still works though.
For japan spec evos or any car for the matter, the cut-off is set at 180kmh
