I have heard this rumor about a black FD that shows up in Stage 4. I have also heard that the driver is some chick who is Keisuke's and Ryosuke's cousin. I was wondering if anyone has any info about her.

drftk1d is right. Her name is Kyoko.
*Spoiler Warning* That means if you don't want the story to be spoiled for you, don't highlight the text and read it. I color it for a reason.
She and Keisuke hit it off, naturally. They spend a lot of time together. They race, Keisuyke wins, and decides to just stay friends with her.
Later on, Keisuke gets into an accident during a practice session. Some Evo drivers had put oil on the track to sabotage him. Keisuke's FD can't be repaired in time for an upcoming race. Kyoko actually lets him use her FD for the race.
Right now in the manga, Keisuke has gotten his FD back, and it has been modified further, with a race-spec front end, carbon fiber canards, etc.

Well it's pretty much the same but they have changed a few random things. Like in the manga the races go in a different order. in stage 1 etc. But I think in the end the story ends up being the same.

Yeah, there aren't too many changes from manga to anime. Some of them are actually for the better.
In the "first stage," portion of the manga for example, the race with Ryosuke came after the Nightkids. Then Takumi raced Mako & Sayuki, then Kenta.
In the anime, the ordering is better(Mako & Sayuki, then Kenta), and builds up suspense for the big showdown with Ryosuke.
Little differences like that make it good to have both the anime and manga so that you don't miss anything.

Well that's just what I heard. I don't even have the issue, let alone the ability to read it.

Well yeah, that's true. But I think that the anime takes out a cool race with NightKids vs the RedSuns on Myogi. (Same day as the Kenta rain battle) I sorta like the way that was done, but I don't really mind the ordering for either, because it interestes me how they make the same races appear with different variations.
The biggest example that comes to mind right now is the Shingo Gumtape Death Match against Takumi. In the manga, Takumi and Iketani had just finished driving the S-13, you know with Takumi driving to test his adaptablity and then Shingo appears, blah blah blah, THEN THEY RACE
In the anime, Shingo rams Itsuki's Hachi-Go into a guardrail during an "ambush race" on Akina, which pisses Takumi off blah blah blah, AND THEN THEY RACE!!!
lol
