Does anyone know of any shops in socal where they sell ecu upgrades for my '00 lude or even an online store?

none. no one will touch a 96+ ecu without first doing an OBD I conversion.

actually you can send your ecu to a company called JetChips. for around $300, they'll reprogram the ecu within a couple days and send it back to you. you can get up to 11hp gain. they mostly work on domestics but will do imports as well. here's a link for you:

i got a confidential e-mail from them saying they will reprogram an OBD II ecu, but it's illegal so they dont really advertise it.
anyone ever had this done that you know of that would attest to it's capabilities?
