Starter or Starting Problem

Last week I had to have the Starter replaced on my 99 4Runner. Yesterday after I got home from work (30 min) drive I had to run to the store about an hour later. When I turned the key (car in Park and brake depressed) the radio came on, lights came on but the engine wouldn't start and I could a very faint electrical humming sound. It was like this until this morning and when I tried to Start it, it cranked right up like nothing was wrong.
Could this be a problem with the Shift/Interlock system?

Most likely a bad starter. If it happens again, give the starter a couple of gentle whacks with a wrench or small hammer and see if this solves the problem. If so, you have a bad starter and get it replaced under the warranty.
If this turns out to be the problem and they won't replace your starter under warranty, replace the contacts in the solenoid. The contacts can be bought from Toyota.
