or try an volt meter to find out if the ign module is trying to trp the relay. sounds like the module is not working to me. Either that or its a bad connection between them. the ign module and the relay.

I am fairly sure that on a 97 that the PCM energizes the fuel pump relay for a few seconds when the key is turned on and will keep the relay energized if it receives a signal from the crankshaft position sensor(CKP). Once the engine has about 4 psi of oil pressure the oil pressure switch will also energize the fuel pump providing a backup power source. Check all fuses under the hood. Check for spark when engine is cranking

tspencer, sounds like you may have an ignition switch problem or a loose wire, fuse, whatever. See if you have power to gages fuse when the dash lights don't come on

So have you checked the gages fuse for power with the ignition on? The gages fuse gets power from the same wire off the ignition switch as the one that supplies power for certain engine components. On the ignition switch harness, with the ignition switch in the on or run position there should be 12v at orange, brown, white, and pink wires, along with the two reds that are always hot

I had a similar problem with my 97 blazer. Sometimes when I turned the key the dash lights didn't come on, but all of the accessories did get power. After asking several different body shops what might be the problem, one told me to check out the ignition switch. I've replaced my ignition switch, and since the replacement, I have had no problem starting the blazer.
The switch is pretty easy to replace and its located in the steering column. You can go to a local auto parts store and they should be able to order one for you.
