Starter Problems 98 GLE?

I have been having issues with my 98 GLE starting. The engine would turn over but it wouldn't get enough juice to start. I ended up cutting off 6 inches of a corroded battery cable, replaced the battery and it was doing fine for a couple of weeks. Now everytime I try and start it, it has the same problems. If it does start it barely does. It doesn't seem like it is getting enough juice. Everything still works, (radio, windows, sunroof) but it won't turn over. Like I said the battery is new so I know it isn't that. I was thinking that it is the starter but wanted some opinions before I get dirty and pull it out to have it tested. The starter is 2 years old and I bought a remanufactured one. Any comments are greatly appreciated.
