Heated seats don't work... any ideas/suggestions?

I bought my RR used and for some reason neither of the heated seats work at all. It is a '98 with only 60k miles, so I find it hard to believe that all of the heating elements are bad. The buttons light up when pressed and all of the fuses under the passenger seat seem to be ok. Any ideas what could be wrong? Thanks in advance for your help.

I have a '95 Range Rover and the fuses located under the passenger seat for the seat motors, not the heaters. There are several fuse boxes in each rover. I am not as farmiliar with your model, but in my '95, one 20amp fuse located in the main fuse box controls the saet heaters as well as the cigar lighter and the washer jets. I access the main fuse box by removing the panel under the steering wheel. I would check your manuel for the location of your main fuse box BUT the washer jets and cigar lighter have alternate power sources so if they still work, the fuse is not nessesarily still good.
