wiper issues 0n 96 caravan

basic issue: wipers are intermittent and do not work when the switch is rotated, but if you push the washer button the wipers do the 3 sweeps and work correctly.
so i replaced the multi-function switch, and the relays under the hood in the (power distrib center) for the wipers and then i did as another post recommended and pulled the wiper motor and went thru all connections and regreased and cleaned everything. no go.... my research thru the schematics tells me that there is a "body control module" under the dash on the Junction block. it looks to control all the wiper functions. I have put a voltage meter and tested when i rotate the switch and i get no power out of the connector under the hood just before the wiper motor. also i never feel or hear the relays under the hood click to send power to the motor. so it is my feeling the module under the dash is not sending the correct signal to the relays to let power thru.
my question is: does any one know what the "control module" actually looks like? and it's actual location on the junction block. and has anyone ever replaced this module... does it look like a relay or ????? thanks for any help.
