When I shift into reverse in my 2003 4WD Blazer, I have to wait 3 seconds before it will go into reverse. Why would this happen. It only has 17,000 miles on it.

How do you find out. All I know is that I have an automatic, with the 3.42 gear ratio.

Your truck has a 4L60E transmission
Check the fluid first.
Quite possible there is a hydraulic fault inside the transmission causing a delay engagement of the low/reverse cluches
Unfortunately at this time I can not check for bulletins

What is a hydraulic fault?
Transmission uses hydraulics (fluid under pressure)to apply and release clutches and bands.
If for some reason the flow of fluid is blocked, restricted or released a delayed engagement can occur.
Since your truck is faily new and of low mileage, there is a possibility of a machining chip or casting flash floating in the transmission blocking passages or hanging up valves in the valve body.
As it stands right now, your vehicle is covered under a 3 year 30K mile bumper to bumper warranty...get it to the dealer and have them repair the problem.
