My 1990 GTA is only a 5.0 litre because of the 5 speed manual. I am looking to get some horsepower without spending a furtune on it. I was thinkin along the lines of a cold air intake and a chip. Any other suggestions or comments to help with me decision making?

CAI is good.
I've done CAI on our vehicles but I took it out out of fear of water going into the intake. I figured that the stock air filter location allows for the air to go up but not the water. If you can setup your CAI with the same setup of the stock air filter then it would help.
CAI is good when summer and not raining.

Chip is another MOD but just be careful of choosing or installing some chip and it might damage your computer.

Aluminum Underdrive Pulley is what you can do to get more HP but you have to use a smaller length serpentine belt along with aluminum underdrive pulley.

i used to have home made ram air on my 85 iroc and 89 rs check oput projecttransam.com for some write ups on those.
underdrive pulleys are great
cat back exhausts are good too but kind of expansive
you could get a cut out.... and electric cut out that will give you the best gains and be the cheapest
better plugs and wires msd ignition
throttle body air foil is good for one or two hp
be carefull witht the chips in the older cars some of them were very very tempermental and if you unplug the battery you would have to get the chip reprogrammed i think it was 170 bucks each time
thier must be a few more mods ill think of something else and thier are alot of other people to help out to
